Regional Coordinator, Waste and Wastewater Management Program

Location: Jakarta, Indonesia

Background: President Clinton launched the Clinton Climate Initiative (CCI) in August 2006 to make a difference in the fight against climate change in practical, measurable, and significant ways. CCI chose three strategic areas of focus based on where we believe we can have maximum impact: cities, clean energy, and forestry and development. In each of these areas, we are working with governments and other partners to develop and roll out large scale, replicable projects that directly reduce greenhouse gas emissions. CCI is also using these projects as models that can accelerate emissions reductions throughout the world. Whenever possible, we aim to prove that action to reduce emissions can also generate financial savings, build markets for new products and services, and create job opportunities.

Across sectors and regions, CCI combats the automatism of “business as usual” thinking. Project by project, we try to lead partners to imagine alternative visions, goals, and outcomes that maximize greenhouse gas emissions reductions, and we demonstrate their feasibility through logic and hard numbers. We work with partners to develop projects with supportable business plans and sustainable financing mechanisms that can serve as scalable models for others to follow. We pride ourselves in our ability to identify barriers to implementation and bring together a unique set of actors to address and remove the barriers.

Within our Cities Program, CCI is primarily focused on five high-impact sectors: buildings, waste management, outdoor lighting, transportation, and integrated urban development. CCI's Waste Management Program supports practical action to reduce and prevent greenhouse gas emissions from municipal solid waste. CCI staff evaluates cities’ waste management systems and makes strategic recommendations for improvements that maximize revenue potential and reduce emissions, working closely with partner cities every step of the way. Once a city approves our recommendations, CCI helps to draft public tender documents that streamline processes and enhance transparency. As needed, we tap our global partner network for technical expertise and to explore financing options and private partnerships.

The Southeast Asia Regional Coordinator for CCI’s Waste Management Program will provide technical assistance to Jakarta to evaluate existing systems and desig new applications for waste management. Priorities will include the continued development of several projects currently underway, which includes a major integrated solid waste management system comprised of composting, landfill disposal and methane gas recovery.

Responsibilities will include:

    * Review of current municipal solid waste practices and development of strategies to reduce reliance on landfill disposal and energy consumption, and increase the amount of municipal solid waste by-products that can be converted to clean energy
    * Conduct techno-economic, financial and legal analysis of proposed strategies
    * Evaluate the logistics and cost effectiveness of transporting targeting waste streams to proposed solid waste management facilities
    * Develop consensus amongst key stakeholders for the actions required to implement proposed strategies
    * Manage the procurement process for the proposed strategies, including the development of request for proposals, evaluating proposals and negotiating terms and conditions for concession agreements
    * Prepare Clean Development Mechanism proposals for the proposed strategies

Qualifications:

    * A minimum of ten years of relevant experience in the field of municipal solid waste
    * Candidate must have extensive solid waste management project development experience that includes: identifying development partners, conducting financial analysis for public and private sector investors, managing project teams, promoting the project to stakeholders and evaluating waste collection, recycling, reuse, compost, landfill and waste-to-energy options
    * Outstanding analytical and Excel modeling experience
    * Strong interpersonal skills, including excellent written and oral communication
    * Ability to work independently and with a high level of initiative and self-motivation
    * Strong organizational ability and attention to detail
    * Proven ability to multi-task effectively and function in a fast-paced, high pressure work environment
    * Possess confidence, maturity, responsibility and resourcefulness

Desirable:

    * Relevant experience in conducting energy audits of wastewater treatment facilities and applying best management practices in waste water treatment technologies that promote energy efficiency
    * Southeast Asia experience
    * Fluency or competences in Bahasa Indonesia
